Abstract: It can be asserted that the sphere of study was greatly influenced by the field and social transformations that defined the city of Meknes in general and the surrounding soil groups in particular. If the relationship between them was based on functional integration for a long period of time, then today it lives in decline in favor of the dominance of the urban pattern and its extension to the suburb The colonial intervention had a great impact on this field, through the policy it pursued and its acquisition of the finest lands and its marginalization of the local population. This has produced different production and social systems, as the series of transformations continued after independence through the state’s interventions. It had fundamental repercussions that led to the creation of a new real estate system (cooperative lands), as well as administrative cuts that mainly concerned the breaking of the tribal system and the dismantling of the traditional structure. These transformations had repercussions on the demographic level and the sociological composition of the population, of whom a large part of them turned into hired persons, either within the field of study or in the city of Meknes. As for the level of the field transformation, the importance of agricultural activity in the field of study in particular and public policy has declined, and new activities (industry, trade, ...) have been competing in it, which led to the launch of new dynamics that contributed to the devotion of the area to the city, which has become revolving in its orbit. The influence of the city did not stop there, but rather extended to various forms of land use, especially after the growing of housing crisis in the city, which led to the emergence of under-equipped neighborhoods, which constituted a refuge for the vulnerable social groups. As the situation will be further aggravated with the intensification of competition and real estate speculation with the entry of new actors in the field of real estate and construction, in which the adoption of the exclusion rule has contributed, which established the indications to involve the field of study in solving the housing crisis that has come to know the city of Meknes. In this regard, it is necessary to work to make the rural surroundings of the city a strategic depth in the policy of planning and management through consultation and contracting between the various stakeholders, especially with regard to rural real estate, and the control of the suburb is a strong input and bet in preparing an integrated field policy based on enhancing privacy and independence in the role and function. A break with the exceptional and exceptional reconstruction and the development of collective strategies as an alternative to the closed- management measure governed by narrow administrative segmentation must be achieved, and achieving this is mainly based on achieving convergence as the effective tool for good governance among the various actors, which imposes the creation of an institutional framework entrusted with the task of coordination and communication centrally and regionally.
