dc.description.abstractIn a context of globalization that affects all sectors of activity, organizations have to contend with exacerbated competition. The case of the public administrations of their role, are called to adapt to a national and international context in perpetual change, to face the demands of the citizens who do not stop to ask more in quality of the services rendered. Public management is today considered as a lever of public administration performance, which consists in achieving a double reconciliation, that of public officials or civil servants with their profession, and that of citizens with their administration seen as a unit. which does not satisfy their needs, but also to find new ways to involve in this logic the different levels of public intervention (associations, local authorities, state, ...) .. The use of managerial practices is a matter of efficiency and survival for any organization. Its degree of use and the importance that organizations give to it depends on the different criteria. The literature suggests that it is a function of the characteristics of those responsible and of its environment. , public management pursues a goal of organizational performance and implementation of New Public Management in Anglo-Saxon countries. Before developing the theoretical context in which our doctoral research will be conducted, a clarification is needed regarding some terms that we will have to use throughout our research work.
